Set in Port Said, Egypt, the film follows Mr. Moto as he attempts to thwart a conspiracy by a band of international saboteurs. The agents, led by Fabian, plan to mine the entrance to the Suez Canal to destroy a visiting French fleet. Their goal is to blame the British for the disaster, thereby triggering a war between England and France.
