HYDERABAD — Former Indian cricket captain and prominent Congress leader Mohammad Azharuddin was sworn in as a cabinet minister in the Telangana government on Friday, marking a significant elevation in his political career. The move, however, has instantly ignited a political row, with the BJP alleging that the appointment is a calculated violation of the Model Code of Conduct (MCC) aimed at influencing a crucial upcoming by-election.

Governor Jishnu Dev Varma administered the oath of office and secrecy to Azharuddin at a ceremony held at the Raj Bhavan, in the presence of Chief Minister A. Revanth Reddy and other senior leaders.⁴ Azharuddin becomes the first minister from the minority community in the current Telangana cabinet, which had previously faced criticism for lacking Muslim representation.

The Timing: A Strategic Power Play

The swearing-in comes at a highly sensitive political moment, just days before the Jubilee Hills Assembly by-election on November 11.

• Jubilee Hills Link: Azharuddin had unsuccessfully contested the Jubilee Hills seat in the 2023 general election. The constituency, now heading for a by-poll, has a significant Muslim voter base (over one lakh voters), making it a key battleground for the Congress, BRS, and BJP.

  Cabinet Strength: With Azharuddin's induction, the strength of the Revanth Reddy cabinet rises to 16, leaving room for two more ministers in the 18-member limit.

BJP's Fierce Backlash: Alleging MCC Violation

The Bharatiya Janata Party (BJP) immediately launched a blistering attack, accusing the Congress of "appeasement" and a "blatant misuse of power" to secure a by-election victory.

• Formal Complaint: BJP leaders lodged a complaint with the State Chief Electoral Officer (CEO), arguing that the timing of the appointment—just before a high-stakes by-poll—is a gross violation of the MCC.

• Union Minister's Attack: Union Minister and senior BJP leader G. Kishan Reddy questioned the sudden timing. "The Congress party should tell the people why it is abruptly making a candidate who lost the Jubilee Hills seat a minister. Why the sudden love for minorities when the bypoll is just a week away? This is nothing but a move to woo a section of voters," Reddy said.

• Demand for Withdrawal: The BJP demanded that the announcement be withdrawn, claiming the decision is a policy measure intended solely to sway the Jubilee Hills electorate.

Congress Defends the Move

The Congress party has defended its decision, framing it as a necessary step for inclusive governance and an act of recognizing a deserving leader.

• Minority Representation: Congress leaders countered that the induction addresses the critical need for minority representation in the state cabinet, which was previously non-existent.

• Counter-Allegation: Deputy Chief Minister Mallu Bhatti Vikramarka alleged that the BJP was attempting to exert pressure on the Governor to prevent Azharuddin from taking the oath, suggesting a nexus between opposition parties to deny minorities political space.

• Azharuddin's Response: The former captain himself dismissed the link to the by-poll, stating, "I am happy. I thank my party's high command... This (becoming a minister) has nothing to do with the Jubilee by-election. These are two separate matters."
